Terror

Terrorism, a particular human-made disaster, has been part of the world for centuries. It can have widespread physical and psychological consequences. Because terrorism not only kills individuals, but more importantly instills terror in the millions who hear and see the terrorist events, the health and distress of the nation must be considered.

Terrorism targets the morale, cohesion and social capital—the shared sense of values and future—of the nation. For these reasons, the mental health of the nation's people and their distress is now a concern for national security.
